§ 32-20. Unauthorized off road motor vehicle use.

It is a Class 3 misdemeanor for a person to operate any motor vehicle or other form of transportation propelled by an internal combustion engine upon public or private property which is located in a residential or commercial area not held open to the public for vehicle use, without possessing written permission from the owner of the property or the person or entity legally entitled to possession thereof, or their authorized agent.
