§ 6-19. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Airport means and include Mohave County Airport Authority, Inc., and Laughlin/Bullhead International Airport, both of which are on land subject to a lease between the county and the Mohave County Airport Authority dated February 22, 2005.

    Airport authority means Mohave County Airport Authority, Inc.

    Airport director means the chief airport administrative and operational official of Mohave County Airport Authority, Inc., responsible for operating Laughlin/Bullhead International Airport facilities safely and efficiently in accordance with specified conditions.

    Airport operations officers means unarmed officers employed by the airport authority as airport police aides whose duties include enforcing standing and parking regulations and specified conditions as defined herein, who shall be empowered, pursuant to A.R.S. § 28-8426(C) to commence an action or proceeding before the county justice court for any alleged violation of this chapter regulating the parking or standing of vehicles, or violation of specified conditions.

    FAA means the Federal Aviation Administration.

    Motor vehicle or vehicle means any motor vehicle, other than aircraft, used for the transportation of persons or cargo.

    Park or parking , when prohibited, means the standing of a vehicle, whether occupied or not, other than temporarily for the purpose of and while actually engaged in loading or unloading.

    Police or police officers means any of the following:

    (1)

    Airport police officers/police aides employed by the airport authority, pursuant to A.R.S. §§ 28-8426(A) and 28-8427.

    (2)

    Sheriff's deputies employed by the county sheriff's department.

    (3)

    Police officers employed by the City of Bullhead.

    Public area of an airport means that portion of an airport where people and motor vehicles transporting members of the general public are allowed, subject to the regulations of the airport authority as to parking, standing, speed and other modes of operation.

    Restricted area of an airport means that area used for aircraft and the support services they require, from which all vehicles and people shall be prohibited, unless specifically authorized by the airport director.

    Specified conditions means airport authority policy, rules and regulations; federal, state, county and city regulations and ordinances.

    Standing means temporarily bringing a vehicle to a standing position, whether the vehicle motor is running or not and whether the operator is in the vehicle or not.

    State sign manual means the manual and specifications for uniform system of traffic control devices referred to in A.R.S. § 28-641, which is adopted by reference in section 6-20.

    TSA means transportation security administration.

    Uniform Act means the Uniform Act regulating traffic on highways, A.R.S. title 28, ch. 6, which is adopted by this reference to apply to the streets and roads of the airport.
