These requirements apply to any person owning or operating a vehicle or appurtenant
equipment used to store, collect, transport, or dispose of sewage or human excreta
that is removed from a septic tank or other on-site wastewater treatment facility,
including grease interceptors or grease traps; earth pit privy, pail or can type privy,
or other type of privy; sewage vault; or fixed or transportable chemical toilet.
