§ 18-82. Standards for manufactured homes.
In addition to other requirements and applicable laws, the following standards for all new and replacement or substantially improved manufactured homes and additions to manufactured homes shall apply:
(1)
Each manufactured home, when placed or substantially improved within an A1-30, AH, AO or AE Federal Emergency Management Agency Zone, and on a site located in one or more of the categories listed below, shall be elevated so the bottom of the structural frame, or the lowest point of attached appliances, whichever is lower, is at or above the regulatory flood elevation or regulatory depth.
a.
Outside of a manufactured home park or subdivision;
b.
In a new manufactured home park or subdivision;
c.
In an expansion to an existing manufactured home park or subdivision; or
d.
In an existing manufactured home park or subdivision on which a manufactured home has incurred substantial damage as the result of a flood, is elevated on a permanent foundation such that the bottom of the main frame of the manufactured home is elevated to or above the regulatory flood elevation and is securely anchored to an adequately anchored foundation system to resist flotation, collapse and lateral movement.
(2)
Be securely anchored to an adequately anchored foundation system to resist flotation, collapse, lateral movement, and scour or erosion. Methods of anchoring may include, but are not to be limited to, use of over-the-top or frame ties to ground anchors. This requirement is in addition to applicable state or other anchoring requirements for resisting wind forces.
