The provisions of this article are in addition to any other county ordinance, any
applicable federal or state statute, rule or regulation, any statutory and regulatory
authority of the county health department, or any provision of the zoning ordinance.
Nothing contained herein shall be construed as prohibiting the county planning and
zoning department, under the county zoning ordinance, or the county health department,
or the state department of environmental quality, or the Federal Environmental Protection
Agency, or any law enforcement agency, from exercising concurrent jurisdiction over
the land-application of sewage sludge within the county.
