These regulations shall apply to any city, county, city and county, village, community,
institution, person, firm or corporation operating, maintaining or offering for public
use within the state any tract of land on which persons may camp or picnic either
free of charge or by payment of a fee. Each and every owner and lessee of any public
camp or picnic ground shall be held responsible for full compliance with these regulations.
